簡介

磐安智慧財產教育基金會(簡稱本會)2008年成立,推動創新到創業跨領域之法律與管理相關教育、學術研究、人才培育為宗旨,辦理創新到創業、跨領域、科技管理之智慧財產(簡稱智財)創造、保護、管理與運用等業務。

知識經濟時代企業的形成與經營,需面對研發、智財保護、智財管理、技術移轉、創投基金、開創事業、資本市場,由中小企業進入跨國企業的過程是一串國際化與科技管理之「珍珠鍊」,稱為「創新到創業之價值鏈」,其中涉及智財權之創造、保護、管理與運用亦為「智財之價值鏈」。

Established in 2008, the Cornerstone Intellectual Property Foundation is dedicated to promoting multi-disciplinary education, academic research, and talent cultivation spanning from innovation to entrepreneurship in the fields of law and management. Our operations focus on the creation, protection, management, and application of intellectual property (IP) in cross-domain innovation-to-entrepreneurship initiatives and technology management.

In the knowledge economy era, enterprise formation and operations must navigate research and development, IP protection and management, technology transfer, venture capital, business creation, and capital markets. The journey from small and medium enterprises to multinational corporations forms a “string of pearls” representing internationalization and technology management. This process, termed the innovation-to-entrepreneurship value chain, inherently involves the creation, protection, management, and utilization of intellectual property rights, which collectively constitute the IP value chain.

創新到創業之價值鏈

本會董事長成立「跨領域科技管理研習班」(Multidisciplinary Management of Technology,簡稱MMOT),專注以上價值鏈的研發成果保護、智財管理、技術移轉、新創事業等課題,為產官學研各界培育人才,融入投資評估、創意管理、技術包裝與行銷等必要且相關之科技管理課題,先於國內培訓提供基礎課程,以進階專題研習方式赴國外實地研習、參訪與交流。

MMOT自2000年開辦已超過20年,主要由本會與國內外合作之學、研單位及律師事務所共同執行。MMOT歷年來開枝散葉,從一開始由經濟部技術支持的培訓班,為厚植台灣產業競爭力,培育國際高階智慧財產與科技管理人才,培訓課程涵蓋智慧財產、技術轉讓、投資評估等領域,分為兩階段培訓,短期基礎先修培訓班提供基礎訓練課程,國外進階培訓班則以專題研習方式,安排學員赴國外實地研習、參訪與交流,並至當地知名大學、高科技公司、研究機構、法院、技術移轉中心等訪問與見習,以提昇產、官、學、研各界面對國際之處理能力、競爭力和國際合作機會。

之後並陸續舉辦與農委會合作的AMMOT培訓班、工研院的IMMOT培訓班,及科技部國際產學聯盟的MOST-MMOT培訓班等。20年來,MMOT培育眾多跨領域科技管理人才,總計在台灣培訓班人數累計超過2,400位(含政府人員近二百位)、國外培訓班約1,800以上人次(含政府人員約50人次),學員背景橫跨半導體、光電、生技、生醫、生農、資通訊、製造、服務、創投、新創事業、國營事業、政府部門、法人研究機構與學術機構等。本跨領域課程致力推動研發成果之管理與運用,形成跨國際、跨產業的緊密人才網絡,為台灣產業轉型奠定關鍵,影響深遠。

The Multi-Disciplinary Management of Technology Training Program for Senior Personnel (MMOT) is conducted by Cornerstone Intellectual Property Foundation. The MMOT comprehensive training program, which is developed by Prof. Paul C. B. Liu, the professor emeritus of National Chengchi University, includes intellectual property, technology transfer, investment evaluation, and other IPR-related issues.

The program cultivates talent across industry, government, academia, and research sectors by integrating essential technology management topics including investment evaluation, innovation management, and technology packaging and marketing. It begins with domestic foundational training courses, followed by advanced overseas workshops featuring on-site study visits and international exchanges.

Having operated for over two decades since its inception in 2000, MMOT is jointly implemented by our foundation in collaboration with domestic/foreign academic institutions, research organizations, and law firms. Evolving from an initial training program supported by the Ministry of Economic Affairs, MMOT enhances Taiwan’s industrial competitiveness by cultivating high-caliber professionals in international intellectual property and technology management. The curriculum spans intellectual property, technology licensing, and investment evaluation, structured in two phases: short-term foundational courses and overseas advanced workshops. The latter arranges visits to prestigious universities, high-tech companies, research institutions, courts, and technology transfer centers abroad to strengthen participants’ international competencies and collaboration opportunities.

Subsequent expansions include collaborative programs like AMMOT with the Council of Agriculture, IMMOT with the Industrial Technology Research Institute (ITRI), and MOST-MMOT with the Ministry of Science and Technology’s Global Research & Industry Alliance. Over 20 years, MMOT has trained over 2,400 participants domestically (Including nearly 200 government officials) and more than 1,800 overseas (Including about 50 government personnel), drawing professionals from semiconductors, optoelectronics, biotech, ICT, manufacturing, venture capital, startups, state-owned enterprises, government agencies, and research institutions. This multi-disciplinary initiative drives effective management and utilization of R&D outcomes while fostering an international, cross-industrial talent network, laying crucial foundations for Taiwan’s industrial transformation with profound societal impact.
